Provide the structure using HTML -- what this part of a document means rather than what it looks like
Use stylesheets (CSS) for presentational control
Example of a structural element: <STRONG>
Example of a presentational element: <B>
However, not all browsers support CSS; for this reason, some presentational elements may still be used
